It was the battery after all (and the reg rec), fitted a new motorbatt battery and now the voltages are now making sense, at 5k revs lights off though it's going over 15v , I've got a new reg rec on its way though so if I go out today I'll make sure the lights are on and keep below 5k, don't want to fry the new battery!
