On further investigation the VIN plate on the neck of the frame has been removed ... any ideas how I can replace this? Does it need to be there? If it isnt, does that make my bike illegal and non roadworthy (or whatever)?

Not a legal requirement if the frame number can be read (Powder coating a frame can make it very difficult to read) I have seen replica/replacement ones for sale, but can't remember off the top of my head where, although Germany springs to mind.
If it's got tits or wheels, it's hassle, if it's got both, RUN!!!

They are different. Choke cable mounting.  :)
While noseying at the different variations ... I think with the choke mounting the clamping points for the handlebar are somewhat higher??
