Is it number 130 you mean? This is an adjuster bolt but not a push rod.

No  Iam just wondering if there is a push rod to operate clutch  ( I am used to older bikes not familiar with the 400) I am just thinking that their should be a rod there before I fit springs and Plate. When I fit the new plates and tighten up and lock the castellated  is there a push rod or does anything go through the hole.

No, the CB400/4 doesn't have a push rod. The CB500/4 has a full length push rod and the CB550 a very short stubby push rod.
