I clean tanks by fine peening but, this will not get the liner out.
I have advised so many painters on how to test a tank before paint, all you have to do is attach a air line to at tank and have about 2 psi going in and submerge it in a tank of water. Any bubbles, then you have holes. If a small hole, drill it until clean and braze. Big holes, cut out and put a plate from the inside. Weld a rod to the plate so, that you can pull it while you weld.

Your right Trig that is exactly the method the guy that may do my welding described to me. He also said as well as the back plate he would weld in a front plate to get it level again and blend it in to reduce the amount of filler required. So it will be double plated that should work. Also, media blasting of any type on this is no good as the failed liner needs removing as well (again as Trig said). But I am going to take an earlier suggestion and get it epoxy primed and use it on the bike to prove it for a few weeks prior to getting it repainted.
