Can't adjust brake clearance

I've just fitted a new caliper housing and metal pipe, now I can't adjust the clearance for the fixed pad. After I fitted the caliper housing the brake was too tight for the wheel to be spun and of course I get the feeler gauge for 0.15mm but discover I just can't make it happen. Slackened the two bolts that hold the housings together and achieve it like that, tighten them and I'm back to square one. It's not as if I haven't done this job before, I can't think what the hell is wrong.

If your brakes are same as 400 and 500.you need to loosen the thin adjustable bolt between fork leg and caliper.

That should allow the unit to swivel on the pivot behind the fork.

Try that.and see what happens

John, she's a CB400F2. I've checked for a seized piston, that's ok, while th caliper was off I checked the arm swings, no problem there. Put it back together and no matter how much play in the flat side of the adjusting screw the arm refuses to move over. I'm stumped.

If the arm swings freely and the spring is in place then something is overcoming the force of the spring. You say that you have replaced the metal tube. Maybe there is a set in the tube that is pushing the caliper. Try removing the pipe from its clip in the mudguard and see where the pipe wants to rest.

Try removing the pipe from its clip in the mudguard and see where the pipe wants to rest.
I ended up separating the pipe from the caliper even just now. Nothing will move. Nearly hurt my knee pushing the caliper housing but no, swinging arm stays put.

Split the 2 halves of the caliper again, remove the pad over the piston, should just pull out with no effort at all, then get a G cramp and force the piston all the way into the cylinder. Then replace the pad, if the pad is tight in any way, you need to clean around the circumference of the metal part of the pad (if they are new pads they may have too much paint on them, and it should just fall in and out) When it falls in and out easily, apply a smear of coppaslip to the metal circumference, making sure NOT to get any on the pad material itself, reassemble the caliper and try again.

Make sure the tiny hole inside the master cylinder isn't blocked.  The fluid needs to go back into the reservoir after braking.  If it's blocked, the brakes will stick on
Where's that 10mm socket got to?
