Maybe too tight and distorting the rubbers?

I'd bet the farm on carburation, could it be a carb flooding?

On my CL450 rebuild it was both, it only stopped surging after new rubbers, float and seats, plus setting the float levels properly. It's perfect now.

All sorted now was (no surprise) down to air leaks
If you think there's light at the end of the tunnel it's usually another train !!
