I tried white vinegar the other week on the missus’s 1963 Vespa tank.
It did absolutely nothing but I suppose possibly there was a residue of 2 stroke oil in there stopping it from working.

I tell a lie, it did do something, it stunk the garage out.

...ditto, vinegar did nothing for my 4-Stroke SS50 tank... other than make my hotel room / plumbing stink like a garage 😂😂😂. (bought it on a London visit)

Evaporust breaks the chemical bond between iron and oxygen, it doesn’t turn the metal black or any other colour... The only thing you must do is rinse thoroughly with water and then (for tanks) immediately dry and slosh some 2t and petrol in there to prevent flash rusting, which will occur whatever technique you use if you leave untreated after rinsing.

I wonder if a giant ultrasonic cleaner would work?

That is if they even make one that a tank would fit in.

Best not bother with the vinegar then it will be straight to the Electrolysis phase when I empty out my gravel & Turp Substitute lubricant next week. I'll remove the Petcock and do some sort of bung on the outlet pipe.

The black colouration after using Evaporust was what I read on some reviews.

Evaporust does not leave a coating.  I used it in my tank, which was in pretty good shape, but not perfect.  It did a really nice job.  After rinsing and drying, I tossed in a pint or so of kerosene (paraffin) and shook it all around to completely coat the inside, then drained all I could.  It kept rust from reforming for the last 4 months...

I've never been able to get hold of Evaporust when I needed it, so I used a rust converter solution that's closer to home.

If you're not in any hurry, mix up some of that stuff, leave it in the tank for a few days and agitate periodically.  I'm sure the instructions claim it acts faster, but my experience is that the longer you leave it (within reason) the better.  If the rust is only surface deep, it'll clean it all out.  Any heavier and it'll work, but for piece of mind you'll probably want to go the electrolysis route as well, just in case.

The difference between the chemical and mechanical methods are that the chemical options convert what's already there; in that sense, they're non-reductive (not the right word but you get what I mean).  With mechanical methods like gravel, you're taking stuff off.  Personally, I'd go with the conversion routes esp. with the low impact converter solutions because they tend to be very gentle.
