400 four Carbs?

Hi
I have recently completed some restoration work on my 400 four but it seems to run rich when warmed up. 

The plugs are sooted and once it starts to run on the main jet it runs fine. 
I have had the timing, valve clearances, points, condensers, plugs all checked/changed by a Honda trained mechanic before I set the carbs. 
I have fitted new pilot jets, set the float heights and balanced the carbs. 
It starts immediately and runs smoothly BUT once its hot and I try to pull away it seems to 'bog' down initially.

Has anybody else had this problem or anyone know how to rectify this problem?   Smaller pilot jets maybe, different plugs?

I have adjusted the air screws but this makes no difference.

Try adjusting the pilot screws by very small increments from factory setting, 1/16 of a turn or less
