Valve Timing/Clearance setting

Morning All, following all the instructions to set valve clearances  but no matter how many times I rotate the crankshaft I can not get
No 1 Piston at TDC and T 1-4 timing mark to coincide, T 2-3 is always at the top?

Flummoxed, any advice gratefully received as ever.

Sorted, just realised I was measuring TDC on No 2 piston Doh!!!!
