Just "leaning" on kickstart such that the crankshaft is bordering on turning, this should pull all the tension side (front of block) of chain tight between the crankshaft and camshaft sprocket, while holding it there loosen the adjuster to let it set (it's setting the backside chain run) the tensioner blade as close as possible to no slack.
That's my interpretation of it, apologies to Bryan if that's not what he intended.
