Carb balancing

Hi all,
Looking for any tips on balancing the carb's on a CB550 K3.
I have had a stab at it but have a problem. I have all the gauges etc connected up correctly.
The No2 carb has no adjustment on it just 1,3 and 4.
As soon as I get the carb's anywhere close to balancing the engine starts to rev up to the 3k mark.
The idle screw is backed off and the throttle cables have slack in them. New carb to inlet rubbers and clamps, new orings on head to manifold so can't see it being an air leak and surely, this would be an issue all the time.

Check the choke cable fitting and the adjustment on the crank at the carb end as pulling the choke cable on puts the revs up
