Top Yoke ?

Just putting the top yoke together and found a circular rubber seal but not sure where this goes

Can anyone enlighten me

There is no rubber seal on the top yoke but there is one above and below each headlamp bracket

The rubber seal is just a dust seal and goes on the stem first, then the washer and then the bearing  ;)
