Is there a steering lock underneath the bottom section?

Yes quite likely - I'm not familiar with the 550.

550 setup Ted.
No steering lock and ignition mount on the top yoke.
-
550 bottom yoke will fit and work but might not have steering lock mounting

A certain Honda Dealer in North Derbyshire stole numerous Hondas from the London area by using a Transit van. He got sent to prison for handling stolen good back in the 1960/70 era.

For some reason I have never used a steering lock on any of my bikes, usually I use a chain and padlock.
Cheers
