Nah Mate that just means it hasnt been taxed since 82, and as that was BEFORE SORN came in you dont have to declare it "Off Road." That will only happen if it is re built and licenced then goes out of date.
I still have vehicles with the old style books from before computerisation and they are still valid if you rebuild them and MOT etc. Swansea NEVER re-issue an old number if it has ever been used

Ignore Swansea mate, the numties on the phone can only handle the common obvious questions and then they get them wrong over 50% of the time. Note that they have only recently confirmed that vehicles that have never been Sorned, of which i have several, do not come into the "Must insure or sorn" category
If you go to put it back on the road take the old log book with you to MOT station then take all paperwork to your "Local" DVLA office (N.B. "Local" can be 50+ miles away!!) and tax it there, you may get hammered for the registration fee but should all go through with no problem
