High miles and I don't think the price will stay that low at the end of the auction.
The enclosed chain was a popular mod at the time. I think the company that made them was Peter Furlong? Advantage was it keeps the chain clean and massively increased their life. Biggest issue was owners not checking the tension as the chain was out of sight!

78,500 miles is not that high for a 43 year old bike, particularly a Honda. However, providing the seller can prove the bike has been well maintained which is documented with invoices then a perceived higher mileage shouldn't be a problem.
That said, there are very few classic bikes out there where the owners have kept all the invoices (cars are a different matter) as most of us just binned or lost them, so you may have to make a judgement call or take a knowledgeable mate with you.
