CB350/400 / Spokes

Had the carburetors on my 400/4 cleaned out the other day.  I must say running really well now. While I was there the mechanic who did it said that my rusty spokes would be an MOT failure.  He mentioned something about a wire brush.   Just wondering if I rub off the rust and crud whether that would be ok? Can't see how.

Any tips on sorting out spokes?

Just been out on the 400 four tonight and noticed my cover has stuck to the outside downpipe and left the pattern of the cover on it. It's a Hein Gericke cover in the material they make cover up overalls out of. Obviously covered it up too quickly. It doesn't exactly look like anything's melted onto it but obviously something is there to leave the pattern.  Any thoughts on how I can remove it?  I'm mortified.

Also, if I can pick your brains.  I noticed as it got warmer it was getting more difficult to pull away as the engine feels a bit choked up.  I was having to rev it and slip the clutch a bit.  It was ticking over ok and running ok on the open road but was was stuttering as you put the revs on.  Is that thing normal with 400 fours?

I was going to ask if it's much of a job to replace a front fork seal for a novice to do on his own but now I think I may have a bigger problem.

I noticed the other day when I got stuck in the wrong lane on a ring road that I couldn't get the bike to go over 55mph to overtake and pull in.  I've never tried before since I got the bike a year ago.

Been out on it today and same thing.  About 5,000rpm the engine seems to get louder, and that's it it runs out of steam and won't rev any higher in the upper gears, so I'm stuck at about 55mph.  Later on I noticed at these higher revs there was a trail of blue smoke behind me.  Could it be this that's causing my problems?  Piston rings or something? I've never ridden a 400 4 before but I thought in its heyday it was good for 90mph+, so I'm a bit puzzled as to what's wrong.  Up to 55mph it seems to run ok.

If it's something to do with the engine do you think a novice like myself could tackle it?

Just got this 400 4 at Christmas and took it to a motorcycle dealers just to check it out.  They said it was running a bit rich and adjusted something.  Anyway since it's come back the engine seems to stutter as you rev it.  Once the revs are on it really runs well.  It just makes it a little difficult starting off as I have to have a few revs on slip the clutch a bit more.  Also going round roundabouts when you shut the revs off and want to put them back on again. Any thoughts what it could be?  Is it a normal Honda 400 thing?  Wondered whether it was something I could tinker with but I'm a bit of a novice.

Also, does anybody have any thoughts on repairing the bike seat?  Mine has a split along it.  It seems to be an original one with studs etc.  I know I can get it replaced but I'd rather keep this original slightly well-worn one if possible.
