When I did mine I froze the insert, and heated the hub using acetalene whilst it was spinning on the lathe, then used the tailstock to push the two together, on a spare wheel I have that was re lined by someone else they also drilled 3 points along the joint and tapped then inserted grub screws so they were half the diameter into hub and half into liner. I would immagine that required a very stable drilling platform for the drill to go square and not veer off into the soft alloy. Personally I was happy to use the tight fit and heat expansion by themselfs and save a tricky bit of work.
