I’ve seen this done with fork lift truck tyres at work. Quite a few yers ago though, not sure it’s still done like this.

I used to cut worn wets to go back out on the super Moto when we ran out of tyres. Not by hand though. You find that whilst making the fire in the grate and stopped for a read?

Its still done on truck and bus tyres, there is about 14mm of rubber on the big truck tyres and if it was all tread it would move about too much and overheat then fall off so only about 7mm is tread then the solid rubberis "re-cut" with a heated tool to give new tread, there are rules to doing it though the most imortant of which is the tyre must be designed for re- cutting

We could barely afford the fuel never mind tyres, you had to remount as much as you could.
You could still run em down to the string

Speedway riders used to re-cut the blocks on their tires between heats on the left hand side. Each block would have four straight cuts and these would wear down in a race as a result of broadsliding (as it was called back in the day). A good rider would make one 'edge' last for two races before turning the wheel around to use the other edge for the next two races. Being poor I used to buy second hand and well used tires at the Iwade training track for my bike because I was never good enough for a brand new tire😏.
All the above has changed now especially in SGP where a rider would only use a tire edge once, turn it round and then fit a new tire.
