Can anyone see any justification in paying so far over the odds for this oxidised marvel?

If you want a base 400 to restore, that's largely complete, it’s not that bad value..

Yes the bike may be very complete and can be restored but every surface needs serious attention. Motor seized too.
Everything is doable at a cost but thats too much money for the starting project. From what little I know of the 400 market and relatively recent purchases, that is £400 over at best. (IMHO ;) )
