I'm guessing it's a 400/4 looking at his avatar pic.

The fact that it has been posted on the 350/400 board, coupled with the avatar, gives a fair indication Bryan.

I think you can probably assume.

OK, lets assume this has a Neiman steering lock fitted into a boss that sticks out of the LH side(as sat on the bike facing the front).

On the boss there should be a washer held to the boss by a rivet pushed into a blind hole, this washer covers the part of the steering lock that sticks up.

With the rivet and washer removed take a large drill bit and drill out the circular part of the lock as there is no way to remove it without the correct key.

Clear out all debris and old spring, fit new spring to lock and insert into boss for which you will need the key to align the lock parts. if you then turn the key to remove it you should be able to refit the washer and rivet

Thanks Bryanj , cant see any rivet on the boss , is the rivet on the front face of the lock above we’re the key goes in , by the way it is a Neiman type lock . Should there also be a cover plate that covers the front of the key face similar to the seat lock . Ill take a photo but not sure how to add one on this forum .

Yes the rivet should be on the boss, no cover plate just a circular washer to stop the lock comming out

That’s what’s confusing me , there is no rivet so it looks like the previous owner has tried to remove it and there is no head showing then powder coated the frame thus covering the remaining rivet . Any chance of a photo of how it should look with the rivet in tack . Looks like I’ll have to drill the rivet out .

Thanks Julie, that’s great . Just as I thought the previous owner had already removed the rivet head and washer then painted over the remaining . I’ll clear of the paint then drill the rivet and lock .
Thanks for your help 👍
