Try reproduction decals in the US/Canada. The honda stuff is not listed on their site due to Honda US getting snotty but they still do them if you email them

Forget the synthetic it's way over spec for the old SOHC. Tesco Mineral 10w40 Diesel oil is the correct spec, dont forget it needs changing every 1500 miles or at least once a year

The tensioner blade may be OK but the adjuster mechanism can get damaged by a loose chain and that is a bottom crankcase off job, not only is the engine interference it is a big destructo type.  DO NOT run the engine on flushing oil it's way too thin, just do a few quick oil changes using Tesco own brand MINERAL diesel oil 10 w 40. Carbs will probably need a really good clean out and re-setting, new rubbers both sides help as they go hard

If the ring gap is small check the piston clearance and bore size, I have never had to file any Honda rings yet

You need to badger Honda for a "Proof of Year of Build" letter. If you use any other dating service DVLA will want to inspect the bike at your cost, if you use manufacturer they don't inspect.

If you are willing to send me the frame number i will look in my US ID guid and see if it gives a hint

Numbers on the end tend to be casting marks and mean nothing, some US makers mark the special cams but not many. All you can do is measure the lobes and compare to standard along with aftermarket "hot" cams

You will have big problems if you declare it an import as you will need HMRC to say duty was paid, there are other ways but it depends on the year being before computerised documents. when i find my ID book i can give you an idea of age
