Can any one tell me why the 19mm bolt that holds the clutch to the flywheel would be covered in silicon sealant or clear gasket seal when I removed it?

Update. I bought the flywheel puller and changed the seal, That was a piece of cake. So if anyone needs to use it and you live close by I'm more than happy to let other members have the use of it.
