Definitely part of the lower ball race.
Just had mine off to clean, polish and regrease and it looks just like that.

making a right hash of this,
right guys need help , before i completely bugger this up, is there a technique for getting this taper bearing all the way down onto
stem , bar seems thicker than the diameter of bearing
any tips ?

The two inners have different ID bores and the bigger one should be a tap fit same as the race you took off
