Mine was s lot worse than that after being nicked, crashed, burned, the Police had it in their compound for a year, then it was gathering rust and dust in my mate's garage for another 19 years.

It's probably a decent starting point for a project, it looks to be fairly complete. And who can argue about the price, although it will go for way more than that.

Like the Kawasaki Z400J I got conned with....a Z500J front end. At least you sort of get two for the price of one!
