When reassembling the front end is it quicker to put the mudguard in first or the wheel in first ?

On my 400 I found it easier to do my mudguard & front brake first first, getting the bolts in was easier this way plus I ran a tap down to clean some of the threads.

My own preference is to get the mudguard on first, then fit the front wheel, tyre deflated, inflate the front tyre once installed.
