I pinched this from a Triumph Bike Forum.

It's a Petition asking for the law to provide access to all Bus Lanes for Motorcycles. Seems like a good idea to me, especially if you commute on your Motorcycle in Towns or Cities.

It really is confusing,

Some towns allow it, others will send you a fixed penalty notice for doing the same thing,
