"Slacken the pinch bolt in the top yoke first."

Thanks, Gareth!!!!!!!

After loosening the pinch bolts, the fork bolts barely took a nudge to remove!!  :) :)

Changed the fork oil today.  The old oil was very dark but since I don't know what brand was in there, maybe that was the normal color!  It definitely was not ATF.    I used a 60ml syringe/short piece of tubing to add the new oil which made it quite easy.   In order to reinstall the fork bolt on the right side, I had to loosen the handlebars/rotate them a bit to allow a socket/extension to fit on the bolt.  With the box end ratchet wrench I used to remove the bolts, I couldn't generate enough finger pressure to push the bolt into the threads against the spring.  Pushing down with the ratchet/extension/socket, I was able to compress the spring sufficiently to allow the bolt to screw in.

The forks had been working well enough so I wondered if I was wasting my time chasing the fluid but the Castrol 10W fork oil made the forks much smoother in operation so I'm happy I did it! :)

My old fork oil was very dark on my 400 probably oil & seal degridation over time  - more alarmingly one side was extremely low - so I could feel the differance straight away.
