Yes, dust covers should just pop up.

This is still a bit of a mystery to me. Is there any way of testing the fork performance to see if they are as expected without having to strip down?

Might be worth draining the fork oil, measure the volume from each side for comparison.
Check the condition, refill with correct volume of oil.
If fork oil is badly contaminated, be worth rebuilding them.
