It is a good idea to familiarise yourself with the normal operation.

The neutral circuit operates using ignition switched power to the warning light (+) and the neutral switch grounds the other wire (-) to light

As Ted mentions, incorrect illumination can be caused by the switch wire being shorted to ground some where along length or even at bulb end or a faulty switch causing it to ground when not in neutral
