Yep, you are missing this part:
http://www.ebay.co.uk/itm/Vintage-Retro-Bike-Bicycle-Horn-Air-Horn-Circus-Clown-Horn-Bell-Hooter-/251494370189?pt=UK_SportGoods_CyclAcces_RL&hash=item3a8e3b8b8d
This will get you out of trouble until you find the problem.

If you put this part on your bike it will pass a MOT. NO Joke. The law states the vehicle must have a working horn.

No joke indeed.

Exactly what I did one time in the 70's with my 500/4. MOT station was also a push-bike shop. Took one of those cheap horns off the shelf, bolted it onto the handlebars and passed MOT.

You will probably find that the button contacts are corroded, try spraying WD40 into it and when pushing the button try and twist it a bit as well

Wish I could sadly she passed away a couple of years ago still miss her so funny watching her buzz in and out of the dopey bastards squeezing the horn. The best mother in law you could wish for if it wasn't for her I would have no Honda today.
