What is this for? Screw in tank.

Hi all,

Where does this screw go and what does it do?  Been wondering for awhile. 

Trigger:
Should not be a screw there, it should have a drain hole so, if you spill petrol in the fuel well it will drain.
Will send you a picture in about 10 minutes
