Title: Bottom of the engine issue

Flipped the engine over tonight to clean it in prep for painting and came across this.
2 questions first what is it and second is it right?  It looks a bit wrong.

Just to confirm I mean the bit with the wire coming off.

It's the neutralight switch, that's how they are!

Thanks. I don't think the scotch lock a bit further down the wire is right though.
