Title: Speedo drive

I stripped my front hub at the weekend and spotted this rubber type coating in the griive on the speedo drive. Should this be there or is it a melted o'ring or something?

I believe thats a late style drive that is two part with rubber bonding.
Roo had one like it and sorted it somehow but cant remember how

Its from a 1976 F1 but I've no way of knowing if it's the original one
