Title: chrome ring on front forks

I have almost rebuilt both forks now, just this chrome ring which is not obvious to me what the function is.
Firstly is it this way up?
Secondly when fitting do you push it over the rubber gator, attach gator  then push up into the bottom of the chrome ear to keep the gator on?
Or is it just for looks?
Help much appreciated as usual !

It goes like this and the ledge at the bottom of the  the fork ear is where the boot goes on the ring finishes it of nicely
