this was taken off by powdercoaters........ whats the best way to re-attach and where abouts does it go again
was looking through my old pics and cant find any points or marks on bike where it might have been ...... near the battery cage ?

k3 78..... just found this pic I took a bit blurry
is it just rivetted on..... think there is a raised plate on the frame ? probably wrong

so how do you normally refit? cant see where the holes where as powdercoat is quite thick

From your picture i can't even see the rivets or the holes in the plate. I have known people to pop rivet them on, Use self tappers and once i had one that had been glued on.

I used stainless pop rivets for mine. Aluminum rivets will set up galvanic corrosion with the steel frame, so best to go with the SS variety.
