Tappet adjustment

I was wondering if I could beg some advice please?

I have just rebuilt the top end of my engine and I am finishing off by setting the tappets. I have set cylinders 1 and 4 to the correct tolerances but when I try to adjust the tappet screws on 2 & 3 the valve seems to follow the adjustment screw as I loosen it even to the point when I take the screw out completely I can't get the gauges between the rocker arm and the top of the valve?

I've kind of left it for a beer and a head scratch but wondered if I've missed something obvious before taking the rocker cover off again?

You need it on "T" 2&3 to do the tappets on 2&3.

Thanks John, it was a great help. The mistake I was making was that I was working on the rong set of tappets I looked for cylinder 1 to be tight at TDC and in fact they should have been loose before starting. Anyway all sorted now
