If you look through all the photos, there is another on the other side of the bike. Looks very like a home made bracing for the swingarm, similar to what was trendy years ago with Harris and similar performance/tuning companies, only they scratchbuilt new swingarms rather than that bodge!
If it's got tits or wheels, it's hassle, if it's got both, RUN!!!

I wonder if it was used by a motorcycle display team or some such for standing pyramids of people on?!

It was done by someone who got a new welding set for Christmas and couldn't think of anything useful to do with it.
Where's that 10mm socket got to?
