thinking of getting another bike. one i've looked at shows a reasonable mileage for its age. the mileage digits on the odometer are up and down, all over the place.  am i right in thinking that its a sign of ' clocking', interested in your thoughts.

Unless you are VERY certain of it's 40+ year history, ignore what it says. Just means you probably need a new speedo on top of what else may need replacing. It's condition, condition, condition.

Check out it's DVLA history....it shows the mileage every time it's been MOT'd. If it's been kept off the road over the years....just trust your judgement after speaking to the previous owner.   
If he/ she has a Dog......they will be trustworthy ! LOL.

I had a Tiger Cub and that would bite me  ::) most unreliable bike i ever had, well that and a 1952 Motobecane Mobylette.

It does sound like Doctor Clocktor has been in there as they do normally line up nicely.  As it’s nearly impossible to remove the crimped ring without some evidence of tampering, have a look there.  The speedo is rubber mounted into the cup and with a gentle pull upwards you should be able to see the bottom lip of the crimped ring for evidence.
BUT, as the others have said it’s all about condition of the harder to source stuff.
