I have just read this in a workshop manual that you should sync carb’s with the air filter off this is from a Honda shop manual on the cb750k does it sound right any one do it this way
Honda 90ss, Cb250k1 supper sport,
Cb400 four, CB750k7, Cb550, Cb750f2n,
Cb750k2

You can do it either way but as a carb sync is usually done as part of a service, the filter is usually out anyway. But, if you're doing it with the air filter in, it must be very clean, ie, a new filter.
