I think it's a CJ250 speedo, the kilometre scale on the face in green puts it post 1977. Will will work OK on the CB350F and 400F as they share the same front wheel size.

PS I now have enough info on this thanks.
It is certainly CJ250 as I have seen several identical on EBay, both in mph and kph. It was also used probably for the CB250G and will also suit the CB350F and 400F, although it's 100 top end would be a bit light for these last two.
