I am hoping to strip and clean the Carbs on my 77 CB400/4F. I have a full kit of Jets and seals  and would like to know how I replace Needle. Do you count the needle rings from top or bottom

Not sure what stage you are at with the carb strip. To get the needle out, you remove the top and take the screw out of the slide.

The needle just sits in the slider resting on the groove clip with the lifter assembly holding it down.

If it's like the one the arrow is pointing to it's as Bryanj says, the float bowl seal. [ Guests cannot view attachments ]

After they are installed for a while they "mould" to the shape of the bowl so are a bot easier to re-fit.
I found that the petrol makes them grow slightly in length but an hour drying in a warm place shrinks them down to the right size !
Never needed to bond them in place either as they will stay in their groove as a rule !
