Identify these holes

I put this question on the project section but it might be better here
These two holes in the lower case of the cb750 F2 engine
What are they for ?
They appear to be dead holes going nowhere
Lastly what does this steel shaft and pin do and are they removable ?

It's probably to level the oil between the crankcase webs
Where's that 10mm socket got to?

To let air move between the cylinders ?
