Ah yes,  San Guarantee Du Gouvernment,  which makes it a French design.
I can't quite see how it locks onto the wheel.   Is there a pin that projects through the spokes or disc?

I'm thinking that those locks look like the Neiman ones used in many Honda (and others) steering locks.
If that is the case I'd guess the pin of one or both of the locks goes through the holes in the disc.
